Summary

Stage 1 — Governance Boundary Freeze stacked on the geometric sovereignty branch (feat/cl41-geometric-convergence-sovereignty / PR #90).

Decisions

  1. ADR collision freeze — Master Blueprint ADR-0240–0253 titles do not overwrite Accepted ADR-0246–0252. Mapping table is the reconciliation surface.
  2. ADR-0253 claimed for this freeze policy (not Blueprint “holonomy SIMD” title; that intent reserved as ADR-0261).
  3. Dual-pack boundary — packs/data/* = compiled runtime authority; packs/he|grc|en|el = source/draft trees (not serve imports).
  4. CI pin — tests/test_pack_draft_serve_boundary.py in smoke + packs suites.

Reconcile Master Blueprint ADR-0240–0253 titles with the live Accepted
registry without renumbering history. Claim ADR-0253 for the freeze policy
itself; reserve 0254–0261 for Blueprint gaps. Document packs/data vs
packs/he|grc dual boundary and pin serve isolation in smoke/packs suites.

[Verification]: Smoke 180 passed (includes 4 dual-pack boundary pins)
