Calling promotion premises 'facts' leaks an implication that COHERENT = unrevisable truth. Replace: - paper §3.4: 'reviewed facts' -> 'reviewed claims'; 'facts already marked COHERENT' -> 'claims already marked COHERENT'. - issue: 'already-COHERENT facts' -> 'already-COHERENT premise set'; 'unreviewed facts' -> 'unreviewed claims'.
