Submits the ADR-0243 arc for Joshua's ruling: claims-vs-evidence, deviations D-1..D-5, deferred items, and the arc gate results (Phase 4 fast lane 11808; decisive falsifier wrong==0). Follows the ADR-0241/0242 packet convention. The Proposed->Accepted flip is NOT made here: the anti-self-Accept guard (test_adr_0241_governance_p12) requires a recorded human ruling with inline provenance. Section 8 RULING RECORD is PENDING; the status flip is a separate one-line governance commit carrying Joshua's ratification, made only after his explicit ruling.
