Documents the boundary: observes + reports + verifies; never advances teaching / ratifies / mounts / modifies readers / affects serving. ChatRuntime.idle_tick remains the only idle_tick (different stream, different verb). A future PR may call this reporter from idle_tick as a read-only sub-pass.
