docs(plans): record the keel ratification — clean-trunk rebuild at ../coreai, FA-1 runs here
The foundations audit's rebuild question is answered: rebuild the assembly, keep the parts and the evidence. Charter and scaffolding live in the new trunk (../coreai @ bf9942b — K0 complete, constitutional pins sabotage-verified); this repo stays the serving system and evidence quarry during migration, shrinking under ratchet. FA-1 (the holonomy-gate experiment) runs here, where the machinery lives; its verdict gates the keel's L3 design.
