Update the safety harness to respect the "field exemption":

  • Ensure safety projections P_{\text{safe}} are never overwritten by a subsequent indiscriminate versor projection.
  • Treat safety projections as field-level interventions that may violate strict versor closure locally but improve safety.
  • Closure enforcement should skip nodes under active safety damping, or treat their residuals as monitored, not clamped.
  • Meta-RH should track these nodes explicitly.
