Seed Meta-RH using existing observability:

  • record closure residual stats per session
  • record number and type of rejected updates
  • have Meta‑RH damp steering intensity \alpha or adjust LH emissary selection when substrate failures rise beyond a threshold (as ADR‑0025.1 notes).

This moves Meta-RH into a minimal but real governor based on geometric metrics.
